Web interface for admittc tool.

The ittc daemons can be controlled through a Web interface.  The interface
runs the admittc tool with the appropriate parameters.

To use the web interface, first run:	perl adm.pl
This will activate the server side to listen for requests to admittc.

Next, load adm.html in a web browser.  The submit button will activate the
admittc tool.
